Empadronamiento in Barcelona: How to Register and What Documents You Need

Preparing your identification and proof of address before starting the application can help prevent follow-up document requests.

Empadronamiento is the process of registering on the municipal population register where you usually live. In Barcelona it is free, and foreign nationals can apply even if they do not yet have an NIE. The key is to choose the right procedure and provide evidence of both your identity and your real connection to the address.

What is empadronamiento and who needs it?

The Padrón municipal is the administrative register of people who usually live in a municipality. Spain’s Local Government Act requires anyone living in Spain to register in the municipality where they usually reside. If you divide your time between several places, you should register where you spend more time during the year.

You should apply for a new registration in Barcelona if you usually live in the city but are not yet on its register, whether you have arrived from abroad or from another Spanish municipality. If you are already registered in Barcelona and move to a different address within the city, use the change of address procedure rather than applying for a new registration.

Registration is not limited to Spanish citizens and does not, in itself, require a foreign national to have regular immigration status. Spain’s official instructions for managing municipal registers state that a foreign national’s identity is checked independently of their legal status in Spain.

Quick answer: what to prepare

Before you begin, check these four points:

1. The correct procedure: new registration if you usually live in Barcelona and are not yet on its register, whether you have moved from another municipality or country or were already living in the city without being registered; change of address if you are already on Barcelona’s register.

2. Valid identification: the accepted document depends on your nationality and age.

3. Evidence for the address: a tenancy agreement, proof of ownership, authorisation or another document that matches your relationship to the place where you live.

4. Your particular circumstances: minors, representatives, collective accommodation and people without a fixed address follow specific document requirements or procedures.

Do not assume that a generic checklist found elsewhere applies to every case. Barcelona City Council separates its requirements by nationality, age, connection to the address and whether someone is acting through a representative.

How to register in Barcelona

Online

Barcelona City Council’s current procedure allows a person aged 18 or over to apply for a new registration through its Online Procedures Office. You identify yourself in the portal, complete the form, attach the documents and electronically sign the application. Save the registration receipt when you finish.

Prepare the complete files before starting so the session does not expire, including every page and both sides where relevant. Do not alter an electronically signed file: printing and rescanning it can invalidate the signature unless it includes a secure verification code that allows the original to be checked.

Through municipal assistance channels

Barcelona City Council also provides information about the procedure through the 010 telephone service and its Citizen Help and Information Offices (Oficines d’Atenció Ciutadana, OAC). Availability, appointment requirements and the documents you need to bring may change, so check the current channel before travelling to an office.

Keep the routes separate: an online application is signed and registered in the portal, while an in-person appointment follows the OAC instructions for that specific case.

Documents for empadronamiento in Barcelona

The practical rule is simple: you need to show who you are and where you live. The exact documents vary by situation, and the City Council may request additional information to verify the details provided.

1. Proof of identity

• Spanish citizens: a valid DNI or passport.

• Citizens of the European Union, Switzerland, Norway, Iceland or Liechtenstein: a valid passport, residence card or national identity card. If you already have an NIE certificate, the municipal procedure also asks you to provide it.

• Citizens of other countries: a valid passport or residence card, as specified in the municipal procedure.

Minors, families with particular custody arrangements and people acting through a representative have separate requirements. Consult the relevant section of the official procedure instead of applying the checklist for an adult registering on their own.

2. Documents for the address

If you hold a tenancy agreement that meets the City Council’s published criteria — the municipal procedure asks for a current agreement in your name, with a term or express extension of more than three months and identification of the owner or property administrator. If a management company signed the agreement, you must also provide the document or contract authorising it to manage the property on the owner’s behalf.

For extended, open-ended, scanned or electronically signed agreements, the municipal procedure also requires one of the supporting documents it lists: the latest rent payment or, subject to its published conditions, a recent water, electricity or gas bill together with proof of payment. Internet and mobile-phone bills do not replace these documents.

If the agreement is in someone else’s name — the municipal procedure requires that person’s authorisation for you to register at the address, their identification and the documents that prove their connection to the property.

If you own the property or hold a usufruct — the City Council may check ownership through the property tax record (IBI). If that is not possible, it accepts certain ownership, inheritance or Land Registry documents subject to the recency conditions published in the procedure.

If you live in collective accommodation — a student residence, care home or another collective establishment uses a specific authorisation signed by the organisation responsible for it.

3. Language and format of documents

Documents must be in Catalan or Spanish. A document in another language must be accompanied by a translation accepted by the City Council—consular, sworn or issued by a competent public authority—together with the original.

Authorisations and delegations have their own validity period. Under the procedure in force when this guide was checked, they remain valid for three months from the date of the document. Check that period and use the corresponding municipal form when preparing your application.

Can I register without a tenancy agreement or fixed address?

Not having a tenancy agreement does not automatically remove your right to register where you actually live. Barcelona City Council distinguishes between two situations:

• A fixed address without sufficient supporting documents: municipal services may verify that you live there through contact and a later visit.

• No fixed address: an exceptional procedure exists for people sleeping rough, staying in temporary emergency accommodation, moving continuously between locations or facing expulsion from where they live if they apply at the real address. In these circumstances, municipal social services issue an Informe de Conocimiento de Residencia (ICR), a report confirming knowledge of the person’s residence.

This procedure is designed for specific circumstances and is not an alternative way to register any short stay. The municipal register must reflect your usual place of residence or the municipal registration route that matches your real situation.

How much does it cost and how long does it take?

New registration and a change of address on Barcelona’s municipal register are free.

For an online application, the municipal procedure states that, when the documentation is correct, the City Council sends a confirmation email in approximately seven calendar days. The official maximum response period is three months. Seven days is an estimate, not a guarantee: a request for additional documents can extend the process.

Does empadronamiento need to be renewed?

That depends on nationality and the type of residence authorisation:

• Non-EU foreign nationals who do not hold long-term residence authorisation must renew their registration every two years.

• Foreign nationals who are not subject to that renewal may still be included in periodic checks and receive a municipal request to confirm that they continue to live in the municipality.

Do not wait for a renewal to report a move. If you change address within Barcelona, apply for a change of address. If you move to a different municipality, register where you usually live.

Frequently asked questions

Do I need an NIE for empadronamiento in Barcelona?

Not in every case. The municipal procedure accepts different identity documents depending on nationality. For EU citizens and nationals of the countries treated in the same way, it asks for the NIE certificate if you already have one.

Can I register if I rent a room?

Yes, if it is where you usually live and you can show your situation through one of the accepted routes. Barcelona City Council expressly covers rooms and also has verification procedures for cases where supporting documents are insufficient.

Does empadronamiento prove that I am legally resident in Spain?

No. It records your municipal address. Spain’s official instructions state that checking the legality of a foreign national’s residence is not the City Council’s role when managing the municipal register.
